District 4 Northampton Supervision

A person routed there is physically outside a prison, yet still subject to state supervision. That status can continue after Eastern Shore Regional Jail or a VADOC institution records a custody release.
District 4 is a verification and routing office. It does not hold inmates, process a county jail departure, or replace the Sheriff's release record. It also cannot certify that someone with no VADOC case left the regional jail. Begin with the last known custodian, then use District 4 only when the court, VADOC locator, or release conditions point to state community supervision.
Important: A District 4 supervision entry means the person may be out of custody without being fully discharged from legal supervision.
Verify District 4 Supervision
The VADOC Inmate & Supervisee Locator is the public starting point. It includes probationers and parolees as well as incarcerated people. Search with a seven-digit DOC ID when known, or with the first three letters of the first name and the full last name. Optional filters may help, but an overly narrow location filter can miss a record that has just moved from an institution to a district.

Probation and Parole Differences

A Board report marked “Grant” documents a decision, not the moment a person crossed a prison exit. VADOC still develops the release plan and completes release processing. For probation, a court order may be entered before the jail carries it out. Keep the deciding agency and the custodian's actual departure record separate.
District 4 Supervision Records

Northampton Release Versus Discharge
Physical release answers whether the person left a jail or prison. Supervision discharge answers whether probation or parole ended. These dates may be far apart. A person can have a valid jail release record, live at home, and remain searchable through VADOC because District 4 still supervises the case.

Completion of supervision can be followed by separate rights-restoration or clemency processes. Those processes do not occur automatically merely because a person left custody. Ask for the record that documents the specific end being tested.
District 4 and Local Reentry
Northampton County's Sheriff's Re-Entry Program operates inside Eastern Shore Regional Jail, not at District 4. It offers Thinking for a Change, substance-use and anger-management work, GED support, and family-reunification efforts. The county says some returning participants may have a DMV ID, Certificate of Incarceration, and course certificates. These documents can help with the transition, but they are not supervision status records.

Local-jail VINE and VADOC state notifications are also separate. A local enrollment does not follow a person automatically into VADOC's NAAVI system. If the person moves from ESRJ into state custody, a new state enrollment may be needed. NAAVI notifications end at release and do not provide routine notifications about people already on probation or parole.
The local program and District 4 may touch different stages of one transition, but they are not one service. ESRJ prepares selected participants before departure. District 4 performs state supervision after release when the judgment or parole process requires it. Neither substitutes for a dated custody-release record.
District 4 Parole Decision Limits
The Virginia Parole Board, not District 4, decides eligible parole cases. Its monthly reports may show a DOC number, name, case type, decision and certification dates, reasons or conditions, time served, jurisdiction, offenses, judgment date, and sentence. A “Grant” moves the case toward release planning. It does not prove that VADOC released the person on the decision date.
